August 24, 2020 Opinion or Order Filing 5 ORDER DISMISSING CASE: Because Music's in forma pauperis application (Doc. No. #2 ) reflects that he lacks sufficient financial resources to pay the full filing fee in advance without undue hardship, it is GRANTED. For the reasons explained in the accompanying Memorandum Opinion #4 , the Court lacks subject-matter jurisdiction over Music's claims against Defendants Randolph and Qualls. Those claims are DISMISSED WITHOUT PREJUDICE. In addition, Music fails to state a colorable claim against Defendant Putnam County Sheriff's Department or Putnam County. Those claims are DISMISSED WITH PREJUDICE. This is the final Order denying all relief in this case. The Clerk SHALL enter judgment. Fed. R. Civ. P. 58(b).
