MEMORANDUM OPINION AND ORDER: Petitioner's IFP application (Doc. No. 7) is GRANTED. Accordingly, this action is DISMISSED WITHOUT PREJUDICE to Petitioner's ability to file another petition under Section 2254 in the future, after he has exhausted his remedies in state court. The Court concludes that Petitioner has not satisfied this standard, and therefore DENIES a certificate of appealability. Petitioner may, however, seek a certificate of appealability directly from the Sixth Circuit Court of Appeals. Fed. R. App. P. 22(b)(1). For Petitioner's benefit in pursuing relief in state court, the Clerk SHALL include copies of his original and supplemental petitions (Doc.
