For the reasons set forth in the Memorandum Opinion filed herewith, the Court finds t hat the complaint fails to state a colorable claim under 42 U.S.C. § 1983 based on alleged violations of the plaintiff's rights under the due-process and equal-protection clauses of the Fourteenth Amendment.
