Filing 15 MEMORANDUM AND ORDER: Because plaintiffs Ed and Deloris Simpson's motion to amend, which the court construes as a motion for relief from judgment under Federal Rule of Civil Procedure 60(b), does not meet the requirements of 60 (b), the plaint iffs are not entitled to amend their complaint under Rule 15.
