Filing 229 Order: We directed the parties to propose an agreed-upon schedule for supplemental briefing regarding an award of reasonable attorney fees to Relators' counsel or, if they could not reach agreement, to submit competing schedules for our consider ation. (Case No. 3:11 C 442, Dkt. No. 350.) After considering the proposed schedules, we deny both motions. (Case No. 3:11 C 442, Dkt. Nos. 354, 355.) We instead enter the following schedule: Relators shall file supplemental briefs with documentation and argument not presented previously in their initial briefing regarding fees by June 1, 2022. Defendants shall file their responses to Relators' supplemental briefs by July 19, 2022. Relators shall file any replies by August 2, 2022. Filing 202 MEMORANDUM OPINION & ORDER: Relators' claims for attorneys' fees are barred by 31 U.S.C. § 3730(b)(5), since none of the remaining Relators was first-to-file within the meaning of the False Claims Act on the relevant claims. The Dog hramji relators' claims are also barred by 31 U.S.C. § 3730(e)(4), because the allegations contained with the complaint were already publicly disclosed at the time the Doghramji complaint was filed. Filing 195 MEMORANDUM OPINION & ORDER: After a careful review of the extrinsic evidence submitted by the parties, the Report and Recommendation, and the parties' briefs, we conclude that CHS's interpretation of the settlement agreement prevails, an d that the agreement does not preclude CHS from asserting challenges to Relators' entitlement to attorneys' fees.
