(Doc. No. 22 ). Dowlen is a federal prisoner housed at the United States Penitentiary Big Sandy in Inez, Kentucky. Accordingly, because Dowlen has not received prior authorization from the Sixth Circuit Court of Appeals, the Clerk shall TRANSFER his motion (Do c.
