MEMORANDUM AND ORDER: Plaintiff's application to proceed in forma pauperis (Doc. No. 2 ) is therefore DENIED in accordance with 28 U.S.C. § 1915(g). This action is DISMISSED without prejudice to Plaintiff's right to reopen it by pa ying in full the $400.00 filing fee, if he does so within 30 days of entry of this Order and files along with it a motion to re-open, showing the docket number assigned to this case.
