MEMORANDUM OPINION OF THE COURT AND ORDER Assessing Filing Fee $350 for Harold G. Hibbard. In the absence of an actionable claim, this action is hereby DISMISSED. The Clerk is directed to send a copy of this Order to the Sheriff of Stewart County to ensure that the custodian of Plaintiff's inmate trust account complies with that portion of the Prison Litigation Reform Act relating to the payment of the filing fee.
