ORDER: On the basis of the plaintiff's sworn statement that he is homeless and has no income, the IFP Application (Doc. No. #2 ) is GRANTED and the Clerk is DIRECTED to file this matter in forma pauperis. Because the plaintiff has failed to clearly allege facts establishing that the court may exercise jurisdiction, the Complaint is DISMISSED without prejudice for lack of subject-matter jurisdiction.
