No. #1 ), along with an application to proceed in district court without prepaying fees and costs. (Doc. No. #2 .) Plaintiff's pending application does not satisfy that requirement and is DENIED without prejudice to Plaintiff's ability to submit a properly supported application. The Clerk of Court is DIRECTED to mail Plaintiff a new blank application to proceed in forma pauperis (short form) and a copy of Administrative Order 93.
