The motion, in its current form, is DENIED WITHOUT PREJUDICE. In addition, Plaintiff's Motion for Civil Suit, which the Court construes as a complaint, does not contain sufficient information from which to ascertain whether the Court may exercise jurisdiction over Plaintiff's claims.
