Filing 3 ORDER: Plaintiff Abdullah Powell, an inmate currently confined in the Stewart County Detention Center in Dover, Tennessee, filed a pro se civil rights complaint under 42 U.S.C. 1983. (Doc. No. 1.) Plaintiff did not submit with his complaint either the requisite $400 civil filing fee or an application to proceed in district court without prepaying fees and costs. The Clerk of Court is DIRECTED to mail Plaintiff a blank application to proceed in forma pauperis (short form) and a copy of Administrative Order 93. To proceed with his lawsuit, Plaintiff MUST either pay the $400.00 filing fee in full or complete the application to proceed in forma pauperis and return the properly completed application to the Court. Plaintiff's payment or supported application must be received in this Court within 28 days of the date this Order is entered on the docket and must include the docket number assigned to this case: No. 3:19-589.
