ORDER: On September 5, 2019, Plaintiff filed a letter that the Court will construe as a Motion to Appoint Counsel. Docket No. #11 . There is no constitutional right to appointed counsel in a civil case, and a Court should appoint counsel in such a case only under "exceptional circumstances." See Lavado v.
