Filing 5 ORDER DISMISSING CASE: On October 31, 2019, the Court ordered Plaintiff to either pay the filing fee or file a properly supported application to proceed in forma pauperis within 30 days. (Doc. No. 4.) The Court further ordered Plaintiff to file an amended complaint by that same deadline. (Id. at 2.) The Order expressly cautioned Plaintiffs that failure to comply could result in dismissal of this lawsuit for failure to prosecute and failure to comply with the Court's Order. (Id.) More than 30 days have passed without any action by Plaintiff to comply with the Court's Order. Accordingly, this case is DISMISSED without prejudice for failure to prosecute. Filing 4 ORDER denying #2 Application for Leave to Proceed in forma pauperis. Accordingly, Plaintiff's IFP application is DENIED without prejudice to his ability to submit a second, properly-supported application. The Clerk of Court is DIRECTED to mail Plaintiff a blank IFP application (short form) and a copy of Administrative Order 93. Accordingly, at the same time that he submits his IFP application, Plaintiff MUST file an amended complaint in which he names his Defendants, clearly identifies his claims, describes the particular actions and/or inactions by each Defendant about which he complains, and provides the location and approximate date of each such event. The Clerk is DIRECTED to mail Plaintiff a blank Section 1983 complaint, which Plaintiff should use in complying with this Order.
