ORDER: If Gay wishes to file an action in this Court, he is DIRECTED to submit a complaint or petition along with the filing fee or an application to proceed in forma pauperis. The Clerk is DIRECTED to return Gay's writ to him, in the event he wishes to file it in the Sixth Circuit Court of Appeals as he has captioned it. In addition, the Clerk is DIRECTED to keep this file open for 28 days should Gay file the appropriate document to initiate an action. If Gay fails to fail the appropriate document initiating a federal civil rights or habeas action within 28 days of receipt of this Order, this case will be dismissed, and no filing fee shall be assessed.
