ORDER denying #2 Application for Leave to Proceed in forma pauperis. Thomas L. Dowlen, a state prisoner, filed a pro se petition for the writ of habeas corpus under 28 U.S.C. 2254 (Doc. No. 1) and an application to proceed in this Court without prepaying fees and costs (Doc. No. 2). It appears that Petitioner has sufficient financial resources to pay the $5.00 fee required to file a habeas corpus petition. (Doc. No. 2 at 3; Doc.
