ORDER: For these reasons, Plaintiff's application to proceed as a pauper (Doc. No. 2) is DENIED. Plaintiff's application reflects that he is indigent, and his previous filings in the Court demonstrate that granting him additional time to pay the $400 filing fee would be futile. Accordingly, this action is DISMISSED without prejudice to Plaintiff's ability to file a motion to alter or amend judgment accompanied by the $400 filing fee within 28 days of entry of this Order.
