Filing 8 ORDER DISMISSING CASE: Plaintiff submitted an application to proceed in forma pauperis (Doc. No. 2). Plaintiff lacks sufficient financial resources from which to pay the full filing fee in advance. Therefore, his application is granted. Plaintiff is assessed the full $350 filing fee. For the reasons explained more fully in the Memorandum Opinion entered contemporaneously herewith, the Court finds that a review of the complaint's allegations is barred by issue and claim preclusion. This action, therefore, is DISMISSED. Because an appeal would NOT be taken in good faith, Plaintiff is NOT certified to pursue an appeal from this judgment in forma pauperis.
