ORDER: The Joint Stipulation is HELD IN ABEYANCE. As the Court has now made clear three times, federal court does not provide a free opportunity for parties to raise and resolve claims. In order to initiate this civil lawsuit, Plaintiff still must submit either the $400.00 civil filing fee or an application to proceed as a pauper. 28 U.S.C. 1914. Accordingly, the Court's October 28 Order remains in effect. Once Plaintiff has resolved the filing fee, the Court will consider the Joint Stipulation. If Plaintiff fails to resolve the filing fee as set forth in the October 28 Order, the Complaint will be dismissed for failure to prosecute and failure to comply with the Court's Orders.
