For the reasons explained in the accompanying Memorandum Opinion, Plaintiffs' claims against the State of Tennessee, DCS, and Omni Visions are DISMISSED WITHOUT PREJUDICE. The Complaint is DISMISSED. This is the final Order denying all relief in this case. The Clerk SHALL enter judgment. Fed. R. Civ. P. 58(b). Filing 5 ORDER: Wayne Hoffman and Latasha Mitchell, pro se Tennessee residents, filed a Complaint under 42 U.S.C. 1983 against the Tennessee Department of Children Services ("DCS"), the State of Tennessee, and Omni Visions. (Doc. No. #1 .) They also filed separate applications to proceed as a pauper. (Doc. Nos. #2 , #3 .) The Court must address a threshold problem with Plaintiffs' applications to proceed as a pauper: Plaintiffs have not signed the applications. The application is an affidavit that must be signed under penalty of perjury. The Clerk is DIRECTED to return the original applications (Doc. Nos. #2 , #3 ) to Plaintiffs at their listed address. In order for the Court to consider Plaintiffs' applications to proceed as a pauper, Plaintiffs MUST re-submit signed applications within 30 DAYS of the date of entry of this Order.
