Filing 3 ORDER: Carlos Wilson, a Tennessee state inmate, has filed a pro se complaint for alleged violation of his civil rights pursuant to 42 U.S.C. 1983. (Doc. No. #1 .) This complaint, however, was not accompanied by either the requisite filing fee or by an application to proceed in district court without prepaying fees and costs. Instead, the plaintiff included a notice in his complaint that the "in forma pauperis application is coming soon" and that he is waiting for prison officials to process the necessary documents. (Doc. No. #1 at 22.) The Clerk of Court is DIRECTED to mail the plaintiff a blank application to proceed in forma pauperis and a copy of Administrative Order 93. If the plaintiff seeks to have this court consider his complaint, he MUST either pay the $402.00 filing fee in full or complete the application to proceed in forma pauperis and return the properly completed application to the district court.
