Instead of paying the requisite filing fee, the plaintiff submitted an application to proceed in district court without prepaying fees and costs. (Doc. No. #2 .) This application does not comply with applicable law and is therefore DENIED without prejudice to the plaintiffs ability to submit a properly supported application.
