July 8, 2021 Opinion or Order Filing 6 ORDER: Plaintiff's Motion for Waiver of Filing Fee (Doc. No. #2 ) is DENIED WITHOUT PREJUDICE to the filing of an amended application. To proceed, Plaintiff MUST submit either (1) an amended application to proceed as a pauper using the Court's application form; or (2) the full $402.00 civil filing fee to the Clerk of Court. The Clerk SHALL mail Plaintiff a blank long-form in forma pauperis application for non-prisoners. Plaintiff's submission MUST be received within 30 DAYS of the date this Order is entered on the docket. Plaintiff has filed a Motion for Emergency Injunctive Relief seeking a preliminary order barring Defendant from discharging additional pollutant on the property. (Doc. No. #3 ). Plaintiff has met neither the procedural nor substantive requirements for a TRO. Accordingly, the Motion for Emergency Injunctive Relief (Doc. No. #3 ) is DENIED WITHOUT PREJUDICE. The Court's ruling does not preclude Plaintiff from later filing a properly-supported, procedurally-compliant motion for injunctive relief under Rule 65. Signed by District Judge William L.
