Petitioner, however, failed to respond in any way during the extended time or an additional grace period. For these reasons, the Petition is DISMISSED WITHOUT PREJUDICE. Because jurists of reason could not disagree with the Court's resolution of the Petition on procedural grounds, the Court DENIES a COA.
