Filing 5 ORDER DISMISSING CASE: On November 23, 2021, the Court ordered Petitioner to submit an amended petition within 30 days in order to proceed. (Doc. No. #4 ). Petitioner, however, failed to respond in any way during the extended time or an additional grace period. For these reasons, the Petition is DISMISSED WITHOUT PREJUDICE. Because jurists of reason could not disagree with the Court's resolution of the Petition on procedural grounds, the Court DENIES a COA.
