Filing 9 ORDER TO SHOW CAUSE: In sum, it appears that MPawinayo has demonstrated neither exhaustion of state remedies nor a valid excuse from the mandatory exhaustion requirement. In order to proceed, MPawinayo is ORDERED TO SHOW CAUSE why the Petition should not be dismissed pursuant to the Younger abstention doctrine and the mandatory exhaustion rule. MPawinayo MUST submit one organized and understandable Amended Petition that uses or substantially follows the form Section 2241 petition; identifies each ground for relief and provides adequate procedural history and supporting allegations; and explains each type of relief sought. The Court must receive the Amended Petition within 45 DAYS of the date this Order is entered on the docket.
