November 18, 2022 Opinion or Order Filing 8 ORDER: The Court granted Richter pauper status and ordered him to submit an Amended Complaint that complies with Federal Rule of Civil Procedure 8. (Doc. No. #4 ). The Court subsequently granted Richter an extension of time. (Doc. No. #6 ). On the same day, the Court received a one-page filing entitled "Suspicions Against Room-n-the-Inn Stalking," which contains several confusing allegations that do not clearly relate to Defendants (e.g., "gangstalking lured by cult-type political figures," "illegal FISA or personal manipulation or cybertrafficking," and "human trafficking in large scales... and blackmail over unconstitutional vaccines"). (Doc. No. #7 ) (cleaned up). Accordingly, Richter MUST submit an Amended Complaint by the deadline set in the Court's November 16 Order. November 16, 2022 Opinion or Order Filing 6 ORDER: On November 9, 2022, the Court ordered Plaintiff Jason Richter to submit within thirty days an Amended Complaint that complies with Federal Rule of Civil Procedure 8. (Doc. No. #4 ). Thereafter, Richter submitted a letter that the Court asserting that he is encountering difficulties responding to the Court's order due to challenging circumstances at his temporary residence. (Doc. No. #5 ). The Court liberally construes this letter as a motion for extension of time to submit the Amended Complaint. The request appears to be made in good faith and an additional delay will not prejudice Defendants. Accordingly, the motion (Doc. No. #5 ) is GRANTED. November 9, 2022 Opinion or Order Filing 4 ORDER: Jason Richter has filed a Complaint against Mobile Crisis, Ascension Saint Thomas Hospital Midtown, Middle TN Mental Health, Nashville General Hospital, and Nashville Public Library. (Doc. No. #1 .) Richter also submitted an in forma pauperis application that asserts he has no income, assets, or expenses and relies upon the charity of others. (Doc. No. #2 ). Because the application sufficiently indicates that Richter cannot pay the full civil filing fee in advance "without undue hardship," Foster v. Cuyahoga Dep't of Health and Human Servs., 21 F. App'x 239, 240 (6th Cir. 2001), it is GRANTED. As a threshold matter, Richter must meet basic pleading requirements and comply with the Federal Rules of Civil Procedure. To proceed, Richter MUST submit an Amended Complaint that includes simple, concise, and direct factual allegations sufficient to demonstrate a plausible right to right to relief that rises above the speculative level. The Court MUST receive the Amended Complaint within 30 DAYS of the date this Order appears on the docket. Failure to respond or request an extension by the deadline may result in dismissal of the complaint. Fed. R. Civ. P. 41(b). The Clerk SHALL mail Richter a blank Complaint for a Civil Case (Pro Se 1).
