Filing 5 ORDER: George Coleman, a prisoner at Hardeman County Correctional Facility in Whiteville, Tennessee, initiated this case by filing a pro se Motion for a Temporary Restraining Order and Preliminary Injunction under Federal Rule of Civil Procedure 65. (Doc. Nos. #1 - #2 ). Section 1983 is typically used to "challenge the conditions of a prisoner's confinement." Section 2254, meanwhile, is "the exclusive vehicle" for state prisoners to use when "challeng[ing] anything affecting [their] custody" "pursuant to a state court judgment." The fee to file a Section 2254 habeas corpus petition is $5. The Clerk SHALL mail Coleman a blank (a) short-form in forma pauperis application for prisoners, (b) complaint for a civil case (Pro Se 1), and (c) petition for a writ of habeas corpus under 28 U.S.C. 2254. To be clear, Coleman should determine which form of action best suits his claims in this case and submit either a Complaint or a Section 2254 petition. Coleman's submissions MUST be received within 30 DAYS of the date this Order is entered on the docket. Until these concerns are addressed, this matter may not proceed.
