MEMORANDUM OPINION AND ORDER OF THE COURT: The application to proceed IFP in this matter #2 is GRANTED and a $350 filing fee is ASSESSED to Scottie Allen Key. Plaintiff's Motion to Appoint Counsel #3 is DENIED WITHOUT PREJUDICE. The Court finds that the Complaint states nonfrivolous claims against Defendants CoreCivic, Porter, and Cockrell.
