ORDER: One week after the entry of the Court's prior Order, Plaintiff mailed to the Court a Notice of Change of Address ("Notice"). (Doc. No. #5 at 2). It is unclear whether Plaintiff received the Court's prior Order prior to mailing his Notice. Taking into account Plaintiff's pro se status, the Court construes Plaintiff's Notice as also requesting an extension of time to comply with the Court's January 31, 2024 Order, which the Court hereby GRANTS. No. #1 ). This case cannot proceed, however, without further action by the Plaintiff. To file a civil lawsuit, a plaintiff must submit either $405 or an Application for Leave to Proceed In Forma Pauperis. Plaintiff has not done so.
