ORDER ADOPTING REPORT AND RECOMMENDATIONS. The court has reviewed Magistrate Judge Wellss Report and Recommendation de novo. The court affirms and adopts the Magistrate Judge's Report and Recommendation in its entirety. Accordin gly, Defendant Rollin Cook, Daniel B.
