REPORT AND RECOMMENDATION: recommending that defendants' 8 and 11 MOTIONS to Dismiss be granted. It is further recommended that plaintiff be given 30 days leave to amend his complaint concerning the deprivation of outside recreational oppor tunities. The motion to amend must comport with Local Rule of Practice 15 and should be filed within 30 days of the Courts order on this Report and Recommendation.
