Plaintiff represents that the petition for arbitration was filed on December 27, 2017. Plaintiff does not identify the date of the scheduled arbitration it seeks to enjoin or why any emergency is not self-created. There is no indication of compliance with the requirements of Fed. R. Civ. P. 65(b)(1)(A) so the court cannot adjudicate the request for a TRO on an ex parte basis. Against this backdrop, the court DEFERS ruling on the TRO until the assigned judge (Geoffrey J.
