FINDINGS, CONCLUSIONS, AND RECOMMENDATION OF THE UNITED STATES MAGISTRATE JUDGE. Pro se Plaintiff Joan Gillham filed this civil rights action against Defendants Virgin Islands Supreme Court, Virgin Islands Bar Association, and Tanisha Bailey- Roka. Am. Compl. 1-2 (ECF No. 11). The Supreme Court and Bailey-Roka filed a motion to dismiss pursuant to Rules 12(b)(2), 12(b)(3), 12(b)(5), and 12(b)(6) of the Federal Rules of Civil Procedure. Defs.' Mot. 1 (ECF No. 21). Gillham failed to establish the Northern District of Texas is the proper venue for this civil action under 1391(b). Accordingly, the Court should GRANT, in part, the Supreme Court and Bailey-Roka's motion (ECF No. 21) pursuant to Rule 12(b)(3) and TRANSFER this action to the District of the Virgin Islands under 28 U.S.C. 1406(a).
