JUDGMENT: IT IS ORDERED Plaintiff's claims against Defendant Warner are DISMISSED with prejudice. Plaintiff's claims against Defendants Waddington, Russell, and Martin are DISMISSED without prejudice, and Plaintiff has leave to bring these claims in the appropriate District Court. Plaintiff's claims against Defendant Mental Health Shelton, Washington, are DISMISSED with prejudice. The First Amended Complaint against Defendants Sinclair and Snyder is DISMISSED with prejudice for failure to state a claim upon which relief may be granted under 28 U.S.C. §§ 1915(e)(2) and 1915A(b)(1).
