ORDER granting 18 Plaintiff's Motion for Summary Judgment. DENIES Defendants and Interested Partys motions for summary judgment, docket nos. 22 and 25, and DENIES Defendants motion to certify a question to the Washington Supreme Court, dock et no. 32. The City is ORDERED to re-consider Bishop Blanchets proposal to install field lights on its athletic field using the same standard that applies to public schools under SMC 23.51B.002.D.6.
