Plaintiff's claims of constitutional violations by GEICO are hereby DISMISSED WITHOUT PREJUDICE and the Defendants shall not be required to answer those claims. Plaintiff is otherwise permitted to proceed with service of his complaint with its remaining claims upon the Defendants. It is FURTHER ORDERED THAT #9 Motion for Leave to Proceed in forma pauperis; and #10 Motion for Leave to Proceed in forma pauperis are GRANTED. It is FURTHER ORDERED that Plaintiff shall immediately pay to the Clerk of Court and initial partial payment of $16.42 toward the filing fee in this case. It is FURTHER ORDERED that after the payment of the initial partial filing fee Plaintiff shall make monthly payments of 20% of the preceding month's income credited to the Plaintiff's account. It is FINALLY ORDERED if Plaintiff wants an officer of the court to serve the summons and a copy of the complaint upon a Defendant, Plaintiff must file a Motion for Government Service.
