Although the case generally concerns a delay in receiving an interview to adjudicate his 2021 diversity visa lottery application, this particular Plaintiff's case, and the specific facts and circumstances of his pending diversity visa application, do not "involve common issues of fact" with the claims brought by the multitude of plaintiffs in Goodluck, who have made systemic challenges to the State Department's processing of diversity visas in Fiscal Year 2021.
