ENTRY ON DEFENDANTS' MOTION TO DISMISS - Before the Court is the Defendants' fully briefed Partial Motion to Dismiss (Dkt. No. 9). The Court, being duly advised, now GRANTS IN PART AND DENIES IN PART the Defendants' motion for the reasons set forth below. If the Plaintiff wishes to seek leave to amend his complaint to add the City to his state law false arrest, false imprisonment, and battery claims, he should do so within 21 days of the date of this Entry.
