MEMORANDUM OPINION & ORDER: For the reasons discussed above, it is hereby ORDERED that the Plaintiffs' motion for declaratory judgment 50 is DENIED. The Defendants' motion for summary judgment 22 on the issue of whether O rdinance § 91.51 is preempted by state law is GRANTED.
