October 18, 2010	Filing 6 OPINION AND ORDER GRANTING PERMANENT INJUNCTION: USA's 2 Motion for Permanent Injunction is GRANTED (1) Jonathan Lee Riches is permanently enjoined from using legal or special mail to submit frivolous documents having no basis in law or fact t o federal courts; (2) Riches is further permanently enjoined from using the name of any other inmate or individual & from conspiring w/any other person to submit frivolous documents having no basis in law or fact to federal courts; (3) BOP is ordered to review all outgoing legal or special mail submitted by Riches & return to him w/out mailing any document directed to any federal court & is facially frivolous w/out any basis in law or fact; (4) if BOP deems any document to be worthy of further c onsideration, if may forward to Pro Se of this Court for further review & submission to court or returning, as appropriate; (5) this Order will remain in effect as long as Riches is in custody in facility subject to jurisdiction of USDC/EDKY.
