MEMORANDUM-DECISION AND ORDER denying 6 Motion to Dismiss for Lack of Personal Jurisdiction; denying 10 Motion to Dismiss for Lack of Personal Jurisdiction; granting 15 Motion to Dismiss for Failure to State a Claim; granting 18 Motion to Dismiss: The Court hereby ORDERS that Defendant Oswego County's motion to dismiss is GRANTED; and the Court furtherORDERS that Defendant Town of Schroeppel's motion to dismiss is GRANTED; and the Court further ORDERS that Plaintiff's complaint is DISMISSED with prejudice for all claims except the Sixth Amendment right to a speedy trial, which is DISMISSED without prejudice; and the Court further ORDERS that the Clerk of this Court shall serve a copy of this Memorandum-Decision and Order on all parties in accordance with the Local Rules.
