Memorandum of Opinion and Order For the reasons set forth herein, Plaintiff has failed to state a cognizable federal claim in this case. Accordingly, this action is dismissed pursuant to 28 U.S.C. § 1915(e). The dismissal is without preju dice to any valid state law claim Plaintiff may have under the facts alleged.
