OPINION and ORDER - Based on the foregoing, the Commissioner's final decision is REVERSED and REMANDED for further proceedings consistent with this opinion. The Commissioner must adduce additional evidence regarding Alvarez's alleged learni ng disabilities and reevaluate all aspects of his decision in light of that evidence.
