Filing 14 ORDER adopting Report and Recommendations re 10 filed on March 6, 2013, by Magistrate Judge Kelly, is adopted as the opinion of the court, as supplemented by this Memorandum Opinion and Order. IT IS HEREBY ORDERED that all the federal law claims in the Complaint are dismissed for failure to state a claim upon which relief can be granted pursuant to the screening provisions of the Prison Litigation Reform Act. The court declines to exercise supplemental jurisdiction over the state law claims . Any further attempt to amend the Complaint would be futile.The Clerk is to mark the case closed. Lastly, the court certifies, pursuant to 28 U.S.C. § 1915(a), that any appeal from this order would not be taken in good faith for reasons that are obvious from this Memorandum Opinion and Order and the Report and Recommendation.
