MEMORANDUM OPINION AND ORDER OF COURT granting 39 Motion for Summary Judgment; granting 40 Motion for Summary Judgment; granting 84 Motion for Summary Judgment. It is further Ordered that Plaintiff Ickes' "excessive force" claims are dismissed With Prejudice, and that his "false arrest" claims are dismissed Without Prejudice, and as more fully stated in said Memorandum Opinion and Order of Court.
