OPINION AND ORDER granting 52 Motion to Dismiss; denying 60 Motion for TRO; granting 77 Motion to Dismiss under the Younger abstention and the ripeness doctrine, which are extended to administrative procedures. Should the controversies alleged in the instant case return to this Court, the parties must overcome the burdens of the Younger abstention and the ripeness doctrine, as well as the thresholds for judicial review of a final administrative determination .
