OPINION AND ORDER re 29 Motion to Dismiss. The Court GRANTS in part and DENIES in part the Commonwealth defendants' motion to dismiss, Docket No. 29. The motion is GRANTED as to plaintiff's stay of federal court proceedings claim and DENIED as to plaintiff's preemption and contract clauses claims.
