OPINION AND ORDER re 21 Motion to Dismiss for Failure to State a Claim: GRANTED. All Law 115 claims against defendants in their personal capacity and section 1983 claims based on Fifth Amendment violations are DISMISSED WITH PREJUDICE. The remai ning claims against the defendants are DISMISSED sua sponte WITHOUT PREJUDICE. The Court gives the plaintiff leave to file an amended complaint before July 14, 2017.
