MEMORANDUM AND ORDER. Cole has not demonstrated a genuine issue of material fact as to the City's failure to select Cole as an investigator for the Street Crimes Unit. Accordingly, summary judgment in favor of the City is appropriate on all of Cole's TWA claims. The City's motion for summary judgment is granted. Cole fails to present a claim that warrants relief.
