Filing 18 ORDER: Adopting 16 Findings and Recommendations re: 2 Complaint, filed by George Winton Jackson. Civil Action No. 5:15-CV-00120-C and all claims alleged therein are DISMISSED with prejudice as frivolous and for failure to state a claim. Any pending motions are DENIED. The dismissal of Plaintiffs complaint does not release Plaintiff or the institution where he is incarcerated from the obligation to pay any filing fee previously imposed.
